Can anyone tell me how to print bordeless on 8 1\2x11 paper? I'm looking into purchasing a new printer so suggestions are appreciated. I do a lot of scrapbooking,this was and need to know if just purchasing a wide one is necessary and if that will do the job.

Most of HP's recent printers (Deskjet 5550 or later) will print full borderless on special media such as photo paper. Typically these will not print full borderless with plain paper selected as the media.
You may want to consider a larger format printer such as a Deskjet 9800 which is capable of 13"x19" printing. Many scrapbook formats seem to use 12"x12" paper.
